# State Promotion

State promotion is the process by which information stored as memory gets elevated to governed state. This ensures governance resources are focused on information that matters operationally.

## What Triggers Promotion

Promotion occurs when information demonstrates governance relevance - through user confirmation, repeated reference, action dependency, conflict involvement, or policy requirements. The system identifies when information has crossed the threshold from background context to operational state.
